West Papua liberation leader says province ‘will not bow down’ to Indonesian rule

For more than two decades, Benny Wenda, a West Papuan liberation leader exiled in the UK, has been fighting for the province’s independence from Indonesian rule.
After years of seeing his calls for West Papua’s liberation fall on deaf ears, however, on Tuesday, Mr Wenda and other leaders of the United Liberation Movement for West Papua (ULMWP), took matters into their own hands, declaring a provisional “government-in-waiting” for the contested province, with Mr Wenda nominated as its “interim president”.
The announcement, which came as West Papuans observed the province’s “independence day,” or the anniversary of West Papua’s declaration of independence from Dutch colonial rule in 1961, marks a significant step in West Papuans’ fight for liberation – a battle that has spanned decades after Indonesia took military control of the province in 1962.
Speaking to The Independent on Tuesday, Mr Wenda said the establishment of a “united government-in-waiting” should send a clear message to the Indonesian government: that West Papuans will not “bow down” to Jakarta.
“We are now restoring our provisional government and our constitution to show that we run our own affairs and that [Indonesia’s] presence in West Papua is illegal,” Mr Wenda said.
“We were an independent country before and that is why it is important for, from now on, to never bow down to Indonesia.”
The declaration came as the United Nations said it was “disturbed by escalating violence” in West Papua, including the alleged killing of a child by security forces.
“We are disturbed by escalating violence over the past weeks and months in the Indonesian provinces of Papua and West Papua and the increased risk of renewed tension and violence”, Ravina Shamdasani, spokesperson for the Office of the High Commissioner for Human Rights (OHCHR), said in a statement published on Monday.
Specifically, Ms Shamdasani said she was concerned by reports of reinforced military and security forces, as well as nationalist militias, being implicated in reports of extra-judicial killings, excessive use of force, arrests and the alleged harassment and intimidation of protesters and liberation movement leaders.
In one incident on 22 November, Ms Shamdasani said, a 17-year-old was shot dead, while another 17-year-old was reportedly injured in an alleged police shootout.
Meanwhile, in September and October, there had also been a “disturbing series of killings” of at least six people, including activists and church workers, Ms Shamdasani said. At least two members of the security forces were also killed in clashes, the OHCHR spokesperson noted.
Ms Shamdasani said the recent violence and arrests came as “part of a trend we have observed since December 2018”, following the killing of 19 individuals working on the Trans-Papua Highway in Nduga regency “by armed Papuan elements.”
In recent years, the province has seen repeated clashes amid growing demands for West Papua’s independence.
The regions making up Papua and West Papua, which comprise the western half of the island of New Guinea, were militarily annexed by Indonesia in 1962, later becoming an official part of the Indonesian republic after a United Nations-backed referendum in 1969 called the Act of Free Choice.
Previously, the UK’s own parliamentary group on West Papua has called Indonesia’s presence in the province an “illegal occupation” based on a “sham referendum.”
Speaking to The Independent back in 2017, Labour MP Alex Sobel said Indonesia’s presence in the region was “an illegal occupation”.
“Promised its original independence from the Dutch in 1962, West Papua’s incorporation into Indonesia followed in 1969 after what was widely acknowledged to be a sham referendum, engineered by the economic interest of the Indonesia government,”he said.
Noting that the territory is “rich in gold, copper, natural gas, forests and fisheries,” Mr Sobel said Indonesia continued to reap the benefits of the land, while “the indigenous population see very little, to no benefit.” Mr Sobel has been contacted for comment on West Papuans’ Tuesday declaration.
At present, Jakarta is seeking to extend “special autonomy” provisions that were first extended to West Papua in 2001 in what was billed as an effort to give Papuans access to a greater share of the revenue gained from the province’s natural resources.
However, independence movement leader have said those provisions have only been used to quell demands for a referendum on secession from Indonesia.
“We do not need Jakarta to take special autonomy,” Mr Wenda said.
The only way forward, the liberation leader said, is for West Papua to be recognised as an independent state. However, Mr Wenda acknowledged that it was unlikely that the Indonesian government would formally respond to Tuesday’s declaration.
“They look at me as their number one enemy and they never talk to me,” Mr Wenda said.
“We know this still has a long way to go and this is a start,” he said. “Independence never comes from the heavens, but are starting now because of our people’s desire for freedom. We will not bow down to any imposed law.”
The Indonesian government has been contacted for comment.
In celebrating the Independence Anniversary of the Republic of West Papua that was proclaimed by the Organisasi Papua Merdeka (OPM) leaders in Great Waris, Port Numbay, West Papua on July 1st, 1971. Chief Gen. WPRA Mathias Wenda has issued a Declaration with three basic demands.
The First “maklumat” (in Malay-Indos means public legal-political announcement) says all West Papuans in the world to celebrate the independence anniversary of the Republic of West Papua by conducting official flag raising ceremony or by holding prayers in villages and places where West Papuans live.
Second “maklumat” urges all West Papuans who live in towns and suburban areas to go back to home villages as soon as possible.
The third public notice is that all Indonesians should now go back to their own islands, namely Java, Madura, Sumatera, Borneo, Sulawesi, Bali and Nusa Tenggara and celebrate their independence anniversary on August 17th, 2019.
Be prepared for mobilization of peoples of West Papua in welcoming the international recognition of the political sovereignty of the Republic of West Papua and witness the “going-home” of the colonial Republic of Indonesia from its colonized regions of Papua and Papua Barat provinces based on truth as well as human rights and democratic principles.
In the background to the “maklumat” General Wenda says this “July 1st, 2019 Declaration” is in response to the work being carried out by Indonesian intelligence agencies across the border areas between West Papua and Papua New Guinea, terrorizing and threatening local landowners in Papua New Guinea with dis-information and misinformation about what WPRA is doing and why we are here in Papua New Guinea.
General Wenda basically demands Indonesia to leave us Melanesians alone in our own home island, and let themselves return to their own home-islands.

The Lini Day celebration on Thursday, February 21 will focus on the importance of nationalism, says committee Chairman, Charles Lini.
The 2019 commemoration will mark 20 years when Vanuatu’s First Prime Minister, Father Walter Hadye Lini passed away in Port Vila and a committee was established headed by the son of late Fr Walter Lini, Charles to organize the 21st celebration.
“Since then, memorial services have always been organized by the Anglican Church in Port Vila or families,” he said.
“It is now 20 years, and we thought it should be an open celebration by everyone and the significance of representing nationalism.”
Mr Lini said that it will be a 2-day event, beginning with a parade on February 20th from Independence Park to the celebration venue at Saralana.
“The theme of the celebration is ‘Celebrating Lini Legacy with wisdom in Kastom, Church and Politics’ so the activities during the event revolves around the theme,” he said.
“We will have entertainment from church groups, custom performances, debates involving schools and official speeches from guest speakers.”
A mini photo exhibition in his memorial will be set up at the museum as it’s done annually to commemorate the 20th year of his passing away.
Mr Lini stressed that prior to Independence, the people of Vanuatu were then ‘stateless’ until the forefathers made the decision that this country has to make its own decisions.
“The idea of nationalism was born and today we have a nationality, so we are celebrating not just the person but the idea of nationalism and that we are proud of national identity,” he said.
“Our guest speaker of the day (21st) will be the Prime Minister, Charlot Salwai on behalf of the Vanuatu government and speeches as decided by the committee will be based on the past, the present and future of this country in nationalism.”
Father Walter Lini was a priest, a politician and a high ranking custom chief of Pentecost and PENAMA Province.

I would also like congratulate the People and Government of Vanuatu on their courageous stand on the issue of West Papua.
The West Papuan people and their supports hold Vanuatu in high esteem for raising the human rights situation in West Papua at the UN and other international fora. Vanuatu sets an example that others should follow.

The United Liberation Movement for West Papua (ULMWP) with all the people of West Papua want to wish all the citizens of the Republic of Vanuatu a Happy 38th Independence Anniversary on 30th July, 2018.
Vanuatu is the only country in the Pacific region that fought with sweat, tears and bloodsheds to gain its independence from its colonies (British and French).
On Monday July 30, 2018 all the people, together with the Opposition and the Vanuatu state government domiciled in and abroad Vanuatu paused to ponder the meaning of a colonialism but also reflect on the meaning of the implementation of the values of independence itself. This value is affirmed by Father Walter Lini, the founder of Vanuatu independence that Vanuatu does not yet have a real sense of freedom if the people and other areas of his own Melanesian people are still under colonialsm.
Based on the experience of the struggle, the people, opposition and the government of the Republic of the Vanuatu expressly support the struggle for the independence of Kanaky, West Papua and other Melanesian territories still in the grip of foreign colonialism under this sky should be abolished because of the real values of independence which was declared by the founding Father of the Republic of Vanuatu, late Father Hadye Walter Lini will come true, said ULMWP Chairmen Mr Benny Wenda.
Once again on behalf of all West Papuans, United Liberation Movement for West Papua wish all the people of the Republic of Vanuatu a happy annivesary and join in as Melanesian solidarity to honor and celebrate the 38th anniversary of the Independence Day today.

Minister of Internal Affairs, Andrew Napuat, quoted the lines from the Preamble of the Constitution at the end of the Victory Parade at the Seafront yesterday.
Minister Napuat likened the meaning to the trunk of a tree which comprises of branches and leaves and fruits to become a complete tree – an Independent Vanuatu
He also quoted the first Prime Minister of the Republic of Vanuatu, Father Walter Lini who, in his first speech to mark the country’s Independence Day said, “In this and other tests, we shall need guidance not only from God but from our own custom and traditional values. We are moving into a period of rapid change, rather like a canoe entering a patch of rough water. God and custom must be the sail and the steering paddle of our canoe.
“From 1980 until today, I keep seeing the meaning of his words which keep unfolding before our very eyes. We are entering an era of many changes that are coming. So many times some of the challenges that we are faced with go against the very values we strive to live by.”
On the same note he said lest we forget the wise words of our Founding Father that when Vanuatu is faced by new challenges, we must guard against those challenges by having our faith in God on one side and our custom values on the other (to successfully steer our country through to its destination.
In conclusion, the minister said, “I can hear the sound of victory with the call to safeguard our sovereignty, our values and our very own principles on which we stand”.
Chairman of the Celebrations, Mayor Albert Sandy Daniel, said the world is changing and bringing on challenges for Port Vila City. “We must all unite and work hard as one family, one community, one Municipality, one Government, one country and one people, to face the changes that come”, he said in his opening address.
“And unity is the key to develop, to go forward despite the devastation by cyclone Pam, we work, we smile and we go develop and this is our testimony to the region and the world”.
Port Vila is one of the most beautiful cities in the region, thanks to the donor partners for funding the ongoing infrastructure development projects including the Seafront and Fatumaru Bay Beautification Projects.
The Mayor appealed to the people of Port Vila to take great care of the Capital’s achievements saying it it is everybody’s business to care for the beauty and cleanliness of Port Vila. “To improve the peace loving environment of Port Vila it is up to ‘yumi yet’ – a united effort to to achieve a safe, carefree environment for ourselves and our visitors to enjoy”, he said.
“We can effect change and make a difference for ourselves today and our children of tomorrow. May I take this opportunity to wish you all happy celebration”.

The official programme for 38th Independence Anniversary Celebration in Port Vila on July 30 has been released.
The programme is similar to past celebrations.
At 8am VIPs, invited guests and the public assemble at Independence Park.
Prime Minister Charlot Salwai will arrive at 9.10am and the President Obed Talis at 9.20am.
After the President’s arrival, there will be a trooping of the colour by the VMF before the President inspects the parade.
This will be followed by marching drills by the parade.
At 10am flag orderlies march in with the flag where it is blessed by the Vanuatu National Council of Churches before it is raised in unison with the national anthem.
After the flag raising the Prime Minister delivers his official address to the nation.
This is followed by a custom dance.
Then the President departs, followed by the Prime Minister.
A parachute showcase is expected this year.
In the past years parachute jumping by the French army had to be cancelled because of cloudy conditions.
Finally at 12pm a public lunch will take place at the venue.
When the public lunch is taking place, the music entertainment begins with Tokotano Wia string band.
Entertainment will begin at 12pm and end at 10.30pm.
Other entertainment groups that follow are Malasitapu Youth, Custom dances from Pentecost and Banks, Harvest Ministry Youth, El Professor, Kingdom Radical Dances, Alme System, Custom Dance with bamboo, Catholic Youth, KARIBU African Band, Vetlis, Confliction, JB, and Vanu Faea concludes the programm at 10.30pm.
The Chiefs Day celebration on March 5, 2018 at Ohlen Matakeru Mataso Island Community in Port Vila was reported to be a success.
The day began with a forum in the morning run by a member of the Port Vila Town Council of Chiefs on the role of a chief inside a community and the duties of a chief.
The main program began in the afternoon attended by the chiefs and their people and Member of Parliament for Port Vila who himself comes from the Shepherds Group, Kalo Seule, with the opening led by the Covenant Church Choir, which led the people to the main nasara with singing.
Chairman of Ohlen Matakeru community, Peter Tarisong, began the speeches with a welcome to everyone attending. His was followed by speeches from the chiefs five nasaras of Ohlen Matakeru representing the nasaras of Mataso Island.
Chairman Tarisong said the chiefs of the other islands also shared their thoughts on the role of the chiefs in a community. And the main speech for the day was given by MP Kalo Seule.
The chiefs cut a cake for the day and then joined in a kava ceremony followed by dinner for everyone at night with a program enjoyed by women and children until closing at 9 pm.
