Bougainville President Ishmael Toroama says his government is prepared for the third round of moderation consultations set to take place next month in Burnham, New Zealand.
The consultations, led by Independent Mediator Sir Jerry Mateparae, were initiated due to disagreements over the voting majority required to ratify Bougainville’s independence. The goal is to find a common path forward between the Autonomous Bougainville Government (ABG) and the Papua New Guinea (PNG) National Government.
Sir Jerry has already facilitated two meetings—in February and March—and plans to continue the talks through to June, before writs are issued for the Bougainville Regional General Elections in July.
President Toroama reaffirmed ABG’s readiness to engage in meaningful dialogue, emphasizing that the will of the people remains central. He acknowledged the unwavering prayers and support from citizens, noting that despite strong positions on both sides, there is hope for finding way forward.
The President urged all Bougainville leaders—both from the ABG and those serving at the national level—to come together in unity for the upcoming Burnham talks. He stressed the importance of standing firm on Bougainville’s commitment to independence.
The ABG has used previous consultations to restate its position that the discussions must focus solely on the nature of Bougainville’s future relationship with PNG after 1 September 2027, and not entertain alternative political outcomes.
Vice President Patrick Nisira expressed hope that the Burnham meeting will conclude the moderation process, having already addressed key transition issues in earlier consultations.
In his Easter message, President Toroama called for unity and reconciliation, encouraging all Bougainvilleans and leaders to support the talks and work together to secure Bougainville’s future.
